Solicitation Ordinance 

On November 3, 2025, the City Council approved Ordinance 13-33-55, replacing the Solicitation requirements with Article 4.200, “Solicitors and Itinerant Merchants; Handbill Distribution.

New highlights:

• Clearly defines the intent of the ordinance—to protect residents, support legitimate business activity, and promote public safety.
• Revised Permit Requirements and updated the application process.
• Applicants must now submit a criminal background check completed within the last 30 days for each person who will be soliciting. 
• Updated the times when solicitation is permitted and prohibited.
  Includes rules addressing misconduct, complaints, and penalties for leaving materials at a residence without consent.

Permit applications are accepted by the City Secretary’s Office by appointment only between the hours of 9:00 AM to 11:00 AM and 2:00 PM to 4:00 PM during regular business hours.

Hours of Solicitation

No person, while conducting the activities of a solicitor or peddler, whether licensed or unlicensed, shall enter upon any private property, knock on doors or otherwise disturb persons in their residences between the hours of 7:00 p.m. and 9:00 a.m.

There shall be no solicitations on Sunday, New Years Day, Fourth of July, Memorial Day (observed), Labor Day (observed), Thanksgiving, or Christmas Day.
